Balancing Act: Nvidia's Strategy in the US-China Semiconductor Standoff

In October 2022, the US Department of Commerce implemented export restrictions on certain advanced semiconductors including Nvidia's most advanced datacenter GPUs. This decision carried major implications for Nvidia, cutting them off from one of the largest markets for AI chips, leading to the potential development of Chinese competitors, both in the GPU market as well as for AI accelerator chips that would obviate or minimize the usage of GPUs in AI model training and inference, and in allowing domestic competitors such as Intel to catch up. As of 2023, Nvidia had chosen to sell a de-contented version of its GPUs in China that satisfies current export restrictions. Further complicating Nvidia's position is that its technology and chip designs depended on the manufacturing capabilities and output from Taiwan Semiconductor Manufacturing Company (TSMC), without which Nvidia could not deploy its technology to key industries. Both China and the United States were dependent on TSMC to support its industries ranging from national defense, drug development, and general consumer hardware. Given these conflicting interests and as the US weighed increasingly restrictive controls, should Nvidia continue this strategy or should it pursue more active lobbying against export controls, or pursue other strategies to circumvent the embargo while mitigating its dependence on TSMC for manufacturing?
