In April 2025, Nur Hasan, social impact manager at the Mastercard Center for Inclusive Growth, was working to reach Mastercard Strive Indonesia’s target of supporting 300,000 micro and small enterprises (MSEs) by April 2026. Mastercard Strive Indonesia was a direct follow-up to the highly successful Mastercard Academy 2.0, a digital skills and mentorship program that reached nearly 200,000 Indonesians. While Mastercard Academy 2.0 thrived with a digital-first approach, Strive Indonesia required greater investment in in-person engagement and localized partnerships. With a total of 102,000 MSEs supported by Mastercard Strive Indonesia so far, Hasan faced difficult decisions: Should he consolidate efforts in existing provinces or expand to new ones? And how could Strive Indonesia overcome key barriers, such as limited local talent, to achieve its goal within the remaining year?

This case challenges students to analyze a complex, large-scale public-private partnership program in an emerging market and consider issues of digital access, resource allocation, stakeholder alignment, and implementation strategy.
